BIOT
The TCP/IP stack for Windows XP SP2 and Windows Server 2003 SP1/SP2 limits the number of simultaneous incomplete outbound TCP connection attempts. If the number of attempts reaches the limit, subsequent TCP connection attempts are placed in a queue and handled at a fixed rate.
Although the TCP/IP stack limits the speed at which malicious programs, such as worms, can spread, it can hinder the performance of network intensive applications, such as peer-to-peer file sharing programs and vulnerability scanners. Applications that attempt a multitude of simultaneous incomplete outbound TCP connections degrade over time, and this problem becomes especially marked in the performance of vulnerability scanners.
Bypassing Incomplete Outbound TCP Connection Limit (BIOT) is utility software for Windows XP SP2 and Windows Server 2003 SP1/SP2 which bypasses the incomplete outbound TCP connection limit. BIOT overwrites the TCP/IP connection limit in kernel memory, leaving the system file unmodified.
NOTE: This tool does not support the x64 platform.
